CCBADC Certification Information
The California Certification Board of Alcohol and Drug Counselors (CCBADC) offers certification on a voluntary basis to applicants who meet the criteria for the certifications CADC, or CCS. The International Certification Reciprocity Consortium (ICRC) has set minimum standards for certification. The CCBADC is a member board of the ICRC which now totals 60 member boards, including 7 countries, 7 Indian Health Services, 5 branches of US Armed Services, 41 States, Administrative Office of the Courts of the United States and the World Federation of Therapeutic Communities. CCBADC is the credentialing body of CAADAC conferring the professional rights and privileges of certification.

The certificate is the counselor’s passport to relocation through application for reciprocity to any member board with ICRC. Each member board of ICRC accepts the certificate of another member board which may require other qualifications. This process creates a new level of mobility for the professional counselor. Reciprocal credentials require that the certificant live and/or work in the state in which it is issued for a minimum of 51% of the time.

The certification provided through CCBADC will provide public assurance that certified counselors have demonstrated an appropriate level of knowledge and skills to perform competently in all treatment modalities. In addition to the specific application requirements, all certification applications require that applicants have a high school diploma or equivalent. (CCBADC retains the right to request a copy for verification.)

Effective Jan 1, 2011:  All written examinations are completed via computer based testing (CBT.)  The paper/pencil examination is no longer offered by CCBADC.  Additionally, CBT written exams are scheduled ON-DEMAND!  
  • Once the candidate submits the application, required documents and fees CCBADC will conduct a review of the application.
  • If the application/manual is approved, candidates will be notified in writing by CCBADC within two weeks from receipt that the application/manual is approved and subsequently, the testing company will contact you via email notifying you to schedule your examination.  The testing company will provide directions on how to schedule yourself for the exam at one of the approved CBT sites local to you.  
  • If the application/manual is incomplete candidates will be notified by the CCBADC in writing within two weeks from receipt of the application and the letter will indicate specifically what is required to complete the application.   Incomplete applications will result in the denial to take the exam until such time the application/manual is complete.
  • All candidates have not more than six months from the date of receipt of your initial application to ensure all items required are submitted and within the same six months must take the exam.  Candidates who do not provide such required documents and/or fees within the six months allotted, will be required to remit written examination fees again.

CCBADC Reciprocity Information:

RECIPROCITY INTO the California Certification Board of Alcohol and Drug Counselors (CCBADC) who are currently certified by an IC&RC member board who relocate to California may transfer their credential to (CADC II) using the reciprocity process.  However, you must meet our requirements in totality, which may or may not be more stringent.  Otherwise, there are no additional requirements will have to be met by the certified professional using this process to transfer their credential to California (CCBADC).  To begin the reciprocity process, certified addiction professionals must do the following:

  • Contact your current credentialing board and request a reciprocity application. 
  • Upon completion of the reciprocity application by both the certified addiction professional and the current credentialing board and upon receipt of this information by CCBADC, we will then issue the certified addiction professional the equivalent credential offered by our California organization. 

RECIPROCITY OUT OF CCBADC those certified by CCBADC who relocate to another state, country, or nation may transfer their credential to the new jurisdiction using the reciprocity process only if the new jurisdiction is an IC&RC member board.  Reciprocity to a non-IC&RC member board is not permitted.  Additional requirements may be imposed upon the certified addiction professional depending on the laws and regulations governing the practice of addiction related services in the new jurisdiction.  Therefore, certified addiction professionals are strongly encouraged to contact the IC&RC member board in the new jurisdiction to determine if any additional requirements must be met.  To begin the reciprocity process, certified addiction professionals must CCBADC and request a reciprocity application.  Upon completion of the reciprocity application by both the certified addiction professional and CCBADC and upon receipt of this information by the certification board in the new jurisdiction, that board will then issue the certified addiction professional the equivalent credential offered unless laws or regulations governing the practice of addiction related services in the new jurisdiction are required. The board that you are requesting a reciprocal credential will notify you of additional requirements that must be met.



Certification Confidentiality

All records of certified counselors and of candidates for certification are kept in a secure area, and access is held in strict confidentiality.  Application status and examination results shall be released only to the examinees, except with examinee knowledge and written permission or as allowed and consistent with applicable law or regulation.  (State regulations requires a public database of certificants indicating the individuals name, certification status and renewal or expiration dates. CCBADC fully complies with such regulations.)


Certification candidate application status and test results will only be released or provided consistent with applicable law.  Test results are considered to be private and confidential information and therefore cannot be reported to any third-party without examinee knowledge and written permission. 
 


Non-Discrimination

In accordance with Title VI of the Civil Rights Act of 1964, as amended by the Civil Rights Restoration Act of 1991 (42 USC §1981, 2000e et seq), Section 504 of the Rehabilitation Act of 1973, as amended (29 USC §794), the Age Discrimination Act of 1975, as amended (42 USC §6101 et seq), Title II of the Americans with Disabilities Act of 1990 (42 USC §12101 et seq), and Title IX of the Education Amendments of 1972, neither CAADAC nor the CCBADC officers, employees or volunteers shall discriminate against members, registrants, employees or other professionals on the basis of sex, race, color, national origin, sexual orientation, economic condition, disability or age in the certification/membership/registration process, or in its programs and activities. Further, they shall comply with the policy of protecting the privacy of clients and may not disclose (without written consent) confidential information acquired in the certification, membership, or registration processes. The CCBADC may release limited information regarding certification/registration status according to the California Department of Alcohol/Drug Program administrative regulations, Chapter 8, Section 13000.

 


ADA Policy

CCBADC Complies with IC&RC ADA Policy as follows: All reasonable accommodation requests must be filed with the member board in writing, with official documentation attached to verify the disability claimed.    It is the decision of the board whether to grant accommodation and the type of reasonable accommodation to provide.  As noted earlier, staff remain available to help boards comply with ADA requirements, including reviewing requests and suggesting the most appropriate course of action.

Purpose
These guidelines ensure equitable and fair treatment for candidates with documented needs for reasonable accommodations in taking board-conducted professional licensing and/or certification examinations.

Need for Reasonable Accommodation
Reasonable accommodation shall be made for candidates whose disabilities will otherwise place them at an unfair disadvantage in the examination.  Accommodations are considered only to the extent necessary to give the candidate with disabilities a fair and equal opportunity to demonstrate his/her mastery of skills and attainment of knowledge in the examination content.  Reasonable accommodations vary according to the type of and degree of disability.  Decisions on the accommodations are made on an individual basis and shall depend on the disability, documentation provided, and the nature of the examination.  Read more in the Certification Handbook.
