This key Division is currently seeking a Substance Abuse Program Manager for Discovery House, a 24-hour residential men’s substance abuse facility in Martinez, Contra Costa’s County seat.
We’ll rely on you to determine and monitor program workload targets, evaluate staff productivity and quality of services, develop/implement program policies and operating procedures, and ensure that the facility is in compliance with administrative and licensing requirements You will also be responsible for ensuring that fees are collected and deposited, developing contractors’ work plans and ensuring contractors’ implementation of UR and QA criteria, participating in the selection, orientation and training of staff, and acting as a program liaison to community groups. You will be expected to coordinate activities with other County departments, coordinate the clinical internship program and provide/promote excellent customer service for all internal and external customers.
This opportunity requires a Bachelor’s degree n Psychology, Sociology, Counseling or a closely related field, 5 years of full-time or equivalent experience in a substance abuse program providing counseling, 2 years of which must have been in a lead, supervisory or administrative capacity, and a California Certification as an Alcohol and Other Drug Counselor. Knowledge of State standards for substance treatment is essential along with excellent communication, interpersonal and customer service skills, a valid CA driver’s license, and the ability to formulate goals and implement procedures to meet program objectives, conduct staff training and acknowledge and respect cultural and linguistic difference of the County’s diverse population. A Master’s degree with a major in one of the aforementioned areas may substitute for 1 year of the required non-supervisory experience.

SUMMARY:
Responsible for the leadership of Addiction Medicine Services, both inpatient and outpatient. Supervise the day-to-day operations and activities and develop, implement and ensure compliance of standards that promote efficient and clinically effective services. These services provide care to adult patients with needs for acute inpatient and/or outpatient services. Works collaboratively with the Medical Director to design and maintain effective clinical services and business plans and provides direction and guidance for program expansion as appropriate. In conjunction with others, develop and actively execute the marketing plan and implement monitoring tools to assure care meets community standards and business development goals are met and assure a safe environment and safe practices for patients, staff and visitors. Directly responsible for identifying, building and maintaining strategic relationships with key constituents to position the Chemical Dependency Unit for growth and ensure profitable growth and expansion of CDU through targeted business development strategies.
REQUIREMENTS:
5 years of Behavioral Health administrative experience with focus on addictive management. Master's Degree in Business, Mental Health, Nursing or Social Services preferred. Requires the ability to establish and maintain a courteous and cooperative (service-oriented) working relationship with patients, families, visitors, hospital staff and co-workers. Must have a positive work ethic, excellent interpersonal skills, strong organizational skills and ability to communicate effectively. Must be skilled in business development, marketing and strategic planning. Ability to design business plans to increase volume. Strong knowledge of similar Chemical Dependency Clinics within the San Pedro area and out-lining service areas. Proven track record in planning and implementing projects, and conflict resolution. Must able to work well independently and as part of a team and able to work well with diverse audiences. Must be able to perform the physical requirements.
